Victor Bouter was born in The Hague on 15 February 1928, and was the son of the artist Cornelis Bouter (1888 - 1966) and grandson of Hendrik Bouter (1854 - 1936). He studied architecture in Delft for two years, but then moved to the Koninklijke Academie voor Beeldende Kunsten (Royal Academy for the Visual Arts) in The Hague. Architecture is the central theme in his watercolours and drawings. Before his death in 2004 he was also active as an art dealer in the "De Heeren van Voorburg" (The Gentlemen of Voorburg) gallery near The Hague.
