Oene Romkes de Jongh was born in Makkum on 6 April 1812. He worked for a great deal of his life in Amsterdam and generally painted townscapes, mostly in the winter. His major influences were A. Eversen and C. Springer. He died in Amsterdam on 1 July 1896.
